Encoding problem in the installation of ATutor 1.6.4

If special characters are included in the site name or the default user personal info during the ATutor 1.6.4 installation, these chars are displayed incorrect in the ATutor web pages.
If you add a new user using the administration area, the data are displayed correctly in the web pages.
In the installation, the data are stored in the DB en UTF-8, but later, in the web pages, this data is retrieved as Latin1.
The data created from the adminitration area are stored in the DB in Latin1.
I attach 3 screenshots where you can see these problems.
