What is the best way to add 1000 questions to a question bank? A step by step approach and too recommendation is appreciated.

The best way is in a QTI compliant package of the questions, if your test editor supports this standard. Export tour question in QTI 1.2 format, then import through the Test & Surveys manager

Rather than a step by step, I suggest you read the test and surveys section of the handbook.

Of course there are other ways to "manually' add questions, but you'd need to figure that out on your own (such as importing a CSV file directly into the database).
