Unable to Arrange Subtopics

Hi,
I am trying to setup an online learning system for the blind and after creating course and different topics. Then, I open the "Arrange" link to arrange the order and subtopics. For instance, topic 1.1, 1.2 should be the child topics of topic 1. But I cannot find the "+" or "child of" button. I played with both my installed Atutor as well as Atutor demo version on atutor.ca. Still cannot find the "Child of" button. I am a blind user. However, I have asked my sighted colleague to check but she couldn't find too. Your help would be highly appreciated. Thanks a lot.

As far as I can tell, Arrange is working as it should, with the "+", also known as childof links.

You can only make a page a child of a folder, not a child of another page.

Hello, I have the same problem.

I can only add a "folder" as a test, but I cannot add another page. The + only allows a test to be added.

Is there another way to add a page of content as a subtopic?

(Sorry, I cannot log in as admin, as I have lost my admin password. I'm not able to follow the instructions to do so, just yet. So I can't post my Atutor info.)
